Under-construction or ready-to-move: which home should you buy?
Lower prices and payment plans on one side; no waiting and no GST on the other. A practical comparison for NCR buyers.

Most buyers in Gurgaon and Noida face the same choice: book an under-construction flat in a new launch, or buy a finished home that you can move into now. Neither is always better — it depends on your timeline and your risk appetite.
Under-construction: the case for
- Lower entry price and early-bird offers at launch.
- Staggered payments through construction-linked plans.
- Newer specifications and the choice of floor and facing.
Under-construction: the risks
- Delays. Check the RERA completion date and the developer's delivery history.
- GST. Under-construction homes attract GST — currently 5% for regular housing and 1% for affordable housing, without input tax credit.
- Rent plus EMI. If you are renting today, you may pay both until possession.
Ready-to-move: the case for
- What you see is what you get — you can inspect the actual flat, the society and the neighbours.
- No GST on a completed property that has received its occupancy certificate.
- Immediate use — move in, or start earning rent straight away.
A quick way to decide
If you need the home within a year, or you cannot carry rent and EMI together, focus on ready-to-move. If you can wait three to four years and want a newer project at a lower price, a well-chosen under-construction project from a reliable developer can make sense.
